Senior Management

BUILDING INSPECTOR: LAW ENFORCEMENT AND COMPLIANCE

Closing Date: 26 May 2023

Salary: Salary scale -T 11 : R289 404 – R375 660 per annum (plus normal fringe benefits as well as participation in the Essential Vehicle User Scheme, currently amounting to R9 432,94 p/m)

Description:

Requirements:
• A relevant National Diploma (NQF level 6) as stipulated in the national building regulations;
• Peace Officer Certificate;
• 3-4 years applicable experience in a local government context;
• Computer literacy (MS Office) and proficiency with basic GIS operations;
• Valid Code EB driver’s licence.

Other requirements/skills:
• A good/broad working knowledge and understanding of environmental processes, procedures and legislation, land use planning, building control, signage and heritage, specifically in a local government context;
• An interest, knowledge and understanding of land / legal and court processes, particularly in a local government context;
• Ability to work independently and under pressure;
• Ability to work to time frames and in an institutional environment;
• Ability to engage with a broad spectrum of professional persons, officials & members of the public;
• Ability to read and understand technical land use planning and environmental reports;
• Ability to interpret land survey diagrams and building plans;
• Proficiency in at least 2 of the official languages of the Western Cape.

ADMINISTRATOR – ACQUISTION MANAGEMENT (2 posts)

Requirements:
• A relevant 3-year tertiary qualification in the field of Supply Chain / Logistics Management / Procurement / Accounting / Finance / Public Finance Management and-or Administration;

• Valid Code B driver’s license;

• Understanding of the applicable legislation governing SCM;

Manager Administrative Support Services (3 month contract position)

  • A relevant three-year tertiary qualification: National Diploma (NQF level 6) or preferably a B-degree (NQF level 7); [ Public Administration ; Public Management ; Municipal Administration ; Law ]
  • 8 years or more relevant experience of which 2 years must be at a supervisory level;

  • Knowledge of Archive Act;

Description:

The total remuneration package applicable to a Category 2 Municipality per annum is offered. (Determined by the Upper Limits of total remuneration packages payable to Municipal Managers and Managers directly accountable to Municipal Managers)

Salary: R884 772,00 (minimum) R994 126,00 (midpoint) R1 087 610,00 (maximum)

Remote Allowance: 4% of Total Annual Remuneration Package

Minimum Requirements: Bachelor of Science Degree in Engineering / B Tech: Engineering or equivalent; ● Registered or eligible to be registered as a Professional Engineer/Technologist; ● Minimum of five (5) years’ experience at senior and middle management level of which 2 years must be at senior management level and 3 years must be at professional / management level engineering management experience; ● Have proven successful institutional experience in public and/or private sector on infrastructure delivery; ● Competencies as set out in the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers, GNR 21, GG 37245 dated 17 January 2014 ● Compliance in terms of the Financial and Supply Chain Management competency areas in terms of Government Notice R493, as published in Government Gazette no 29967 of 15 June 2007 (Municipalities were granted exemption from regulation 15 and 18 of Government Gazette 29967 under Notice No. 40593 of 3 February 2017, subject to conditions of compliance with minimum competency levels within 18 months of date of employment) ● Code B Drivers’ License ● Own transport ● Computer literacy (MS Office applications) ● Excellent facilitation and communication skills in at least 2 of the official languages of the Western Cape (read, write and speak).

Added Advantage: ● Certificate of competency as required in terms of the General Machinery Regulations, 1998; or ● Registration with a recognized relevant engineering professional body.

Core Functions: ● Roads, Transport and Storm Water Services Management (road construction & maintenance and infrastructure asset maintenance) ● Water Services Management (water and waste water purification, water and waste water reticulation, water loss control and demand) ● Electrical and Mechanical Engineering Management (Pump stations, Electrical Planning and Maintenance) ● Fleet Management ● Project Management (Infrastructure and Development projects, Grant Funding) ● Executive Support.
