OFFICE OF THE EXECUTIVE MAYOR
The Executive Mayor is responsible for taking the lead with regard to basic service delivery to municipal communities. The community of Swellendam Municipality must be able to reflect and measure the impact that the municipality has had on improving their quality of life.

To summarise, the Executive Mayor takes the lead with:

  • Identifying and prioritising the needs of the municipality;
  • Recommending strategies, programmes and services to address these priority needs;
  • Determining the best manner of delivery for these priority needs to maximise the community’s advantage and position.
In performing his/her duties, the Executive Mayor must:

  • Develop criteria and Key Performance Indicators;
  • Evaluate progress in comparison with the key performance indicators;
  • Review the municipality’s performance to improve efficiency and effectiveness as well as the municipal area’s economy;
  • Monitor management;
  • Oversee services to communities;
  • Annually report on community involvement;
  • Ensure that collective public opinion is taken into account;
  • Presume a ceremonial role; and
  • Aid the management of the Integrated Development Plan and Performance Management processes.

The Speaker’s key role in the municipality is to ensure oversight, accountability, integrity, discipline of office, and the efficient running of Council meetings.

Functions of the role of the Speaker can be summarised as follows:

  • To preside over Municipal Council meetings so that its business can be carried out efficiently and effectively;
  • To provide information and recommendations to the Municipal Council with respect to the role of Council;
  • To carry out the duties of Chairperson of the Municipal Council under the Structures Act, Systems Act, the Municipality’s Rules of Order, common law and tradition;
  • To enforce the Code of Conduct; and
  • To exercise delegated authority in terms of:
    - Facilitating public participation in legislation matters
    - Establishment and functioning of Ward committees
    - Providing support to Councillors

There is currently one vacancy in the Municipal Council.

The role of the Council is to:

(a)Represent the local community;
(b)Ensure the well-being and interests of the Municipality;
(c)Ensure the provision of services to the local community;
(d)Develop and evaluate the policies and programmes of the Municipality;
(e)Maintain the financial integrity of the Municipality;
(f)Carry out the duties of Council under the Constitution or any other act;
(g)Ensure that administrative policies, procedures and oversight policies, practises and procedures are in place to implement the decisions of council; and
(h)Ensure the accountability and transparency of the operations of the Municipality.

The Municipal Council fulfils its role by governing as contemplated in the Constitution.

The Constitution not only confers on a municipality the right to govern the affairs of the community within the municipal area, but also empowers the Municipal Council to make decisions concerning the exercise of all the powers and the performance of all the functions of the municipality. To this end the Municipal Council is clearly the principal political structure and the ultimate decision maker of the Municipality.
